Meet Ryan Shrouder
A Record of Victories for Cooper City
Ryan Shrouder is an attorney who practices law in Cooper City. Appointed by the city commission, Ryan is currently the longest serving (and only resident) member of Cooper City’s public safety contract-negotiation team. With years of public service experience, leading on issues ranging from increased policing levels to sensible code enforcement, Ryan has a record for championing causes that make our city cleaner and safer.
Ryan is the managing attorney and owner of Spink, Shrouder & Karns, P.A., a Cooper City law firm specializing in Real Estate and Civil Litigation matters. Ryan is married to Samantha Shrouder, a board-certified internal medicine physician. They live in Flamingo Gardens with their three children, Madison, Mason, and Jackson.

Born and raised in Cooper City, Ryan Shrouder has dedicated himself to serving the city he loves as an attorney, business owner and community leader. Raised by a single parent, Ryan was the first of his seven siblings to earn a college degree. He graduated from Embassy Creek, Pioneer Middle, and Cooper City High School, and attended undergraduate and law school on scholarship. Today, he owns a law practice in Cooper City which employs more than a dozen employees.
As a small business owner, public safety expert, and lifelong resident, Ryan is running for the City Commission with a record of delivering results for our community. In 2011 Ryan was appointed to the countywide Public Safety Committee for the Broward League of Cities and served as a member during the initial regionalization and consolidation of Broward County’s 911 System. Currently, Ryan serves as Chair of Cooper City’s Public Safety Advisory Board and Vice Chair of Cooper City’s Charter Review Board.
As a lawyer, Ryan represents several community associations, property owners and others in sale transactions, code compliance, property permitting, financing and real estate litigation. He also serves as a Board Member of the Camelot Gardens Homeowner Association in Rock Creek.
